அஸ்ரப் ஏ சமத்
சாய்ந்த மருதுர்- மாளிகைகாடு - காரைதீவு – நிந்தவூர் வேட்டு வாய்கால் - போன்ற பிரதேசங்கள் வரையிலான தோனாவை மிகவும் நவீணமுறையில் அபிவிருத்தி செய்வதற்கு தற்பொழுது நல்லதொரு சர்ந்தப்பம். அமைச்சர் ஹக்கீமின் அசைசின் கீழ் உள்ள நிறுவனங்களான நகர அபிவிருத்தி அதிகார சபை, இலங்கை காணிமீட்பு அதிகார சபை, நீர் வடிகாலாமைப்புச் சபையின் கீழ் உள்ள வடிகால் சபை ஊடாகவே மிகவும் சிறப்பாக இந்த அபிவிருத்தியை முன்னெடுக்க முடியும்.
கொழும்பில் வெள்ளவத்தை பாலத்தில் இருந்து நாரேகேன்பிட்டி, ராஜகிரிய, பத்தரமுல்லை பாராளுமன்ற சுற்றுவட்டம், தெஹிவளை போன்ற வாவிகளை மிகவும் சிறப்பாக முன்னாள் பாதுகாப்புச் செயலாளர் இந்த நிறுவணங்கள் ஊடாகவே அபிவிருத்தி செய்தார். தற்பொழுது அழகாக காட்சியளித்து அதனை மக்கள் அனுபவிக்கின்றனர். இதற்காக இரானுவப் பிரிவின் பொறியல் பிரிவும் இணைந்து இவ் அபிவிருத்தியை முன்னெடுத்தது.
முதலில் நகர அபிவிருத்தி அதிகார சபையின் கிழக்கு மாகாண பிராந்தியக் காரியாலயமொன்றை கல்முனையில் உருவாக்குதல் வேண்டும.;
இந்த அதிகார சபையின் கீழ் நாடு முழுவதிலும் வாடி வீடுகள் உள்ளன. கல்முனையிலும் உள்ள ரஸ்ட் ஹவுசினை இந்த அதிகார சபையின் கீழ் கொண்டு வந்து அதனை அபிவிருத்தி செய்ய முடியும். கல்முனை மாநகர அபிவிருத்தி திட்டமொன்று முன்னாள் அமைச்சர் அஸ்ரப், பேரியல் அஸ்ரப் அவர்கள் முன்னெடுத்த திட்டம் நகர அபிவிருத்தி அதிகார சபையிடம் அன்று கையளிக்கப்பட்டிருந்தமை குறிப்பிடத்தக்கது.
அத்துடன் காணி மீட்பு அதிகார சபையுடன் மிகப்பிரமாண்டமான வெகோ மெசின்கள் நிறைய உள்ளது. அதன் ஊடாக காரைதீவு தொட்டு சாய்ந்தமருது தோனா வரையிலான பகுதியை அகன்று அதில் உள்ள கழிவுகளை அகற்றி இரு மருங்கிலும் கற்கள் பதித்து பச்சை மரங்கள் நட்டு ஓய்வு மற்றும் பூங்கா போன்ற வசதிகள் செய்து கொடுக்க முடியும். அத்துடன் மழை காலத்தில் நீர் வழிந்தோடக் கூடியவாறு முகத்துவாரம் அகன்றெடுத்தல் வேண்டும்.
ஏற்கனவே சாய்ந்த மருது தோன அபிவிருத்தி சம்பந்தமான திட்டத்தினை ஜேயிக்கா ஊடாக நடைமுறைப்படுத்துவதற்கு சாய்ந்தமருது டொக்டர் ஜெமீல், ஓய்வுபெற்ற ஆங்கில ஆசிரியர் முஸ்தபா ஆகியோர்கள் முன்னர் அமைச்சர் பேரியல் அஸ்ரபிடம் முன்னாள் அமைச்சர் தினேஸ் குணவர்ததனவிடம் கையளித்திருந்தமை குறிப்பிடத்தக்கது.

முதலில் நகர அபிவிருத்தி அதிகார சபையின் கிழக்கு மாகாண பிராந்தியக் காரியாலயமொன்றை கல்முனையில் உருவாக்குதல் வேண்டும.;
இந்த அதிகார சபையின் கீழ் நாடு முழுவதிலும் வாடி வீடுகள் உள்ளன. கல்முனையிலும் உள்ள ரஸ்ட் ஹவுசினை இந்த அதிகார சபையின் கீழ் கொண்டு வந்து அதனை அபிவிருத்தி செய்ய முடியும். கல்முனை மாநகர அபிவிருத்தி திட்டமொன்று முன்னாள் அமைச்சர் அஸ்ரப், பேரியல் அஸ்ரப் அவர்கள் முன்னெடுத்த திட்டம் நகர அபிவிருத்தி அதிகார சபையிடம் அன்று கையளிக்கப்பட்டிருந்தமை குறிப்பிடத்தக்கது.

ஏற்கனவே சாய்ந்த மருது தோன அபிவிருத்தி சம்பந்தமான திட்டத்தினை ஜேயிக்கா ஊடாக நடைமுறைப்படுத்துவதற்கு சாய்ந்தமருது டொக்டர் ஜெமீல், ஓய்வுபெற்ற ஆங்கில ஆசிரியர் முஸ்தபா ஆகியோர்கள் முன்னர் அமைச்சர் பேரியல் அஸ்ரபிடம் முன்னாள் அமைச்சர் தினேஸ் குணவர்ததனவிடம் கையளித்திருந்தமை குறிப்பிடத்தக்கது.

The above
plan was prepared by JiCA after many consultations with the District committee
from 17.07.2005 to 22.10.2005

Development of Thona (Drainage
channel) of Sainthamaruthu
Thona is the
main drainage channel on the eastern side of Sainthamaruthu and Karaitivu. This
channel starts from VettuVaikkal at the border of Karaitivu&Nintavur and traverses
a distance of about 05 Km from South to North and about 200 to 400 meters away from
the sea.
Excess water
from VettuVaikal and rain water from the villages drain in to this channel.
During floods this channel is filled up. To prevent flooding during heavy rains,
the sand bar between Thona and sea is cut open to facilitate the draining of
water from Thona to the sea.
During high
tide, sea water enters the Thona. Due to this reason Thona was popular for
prawn breeding. However,People living on either side of the Thona was the most
affected during Tsunami as there was no protection.
Centuries
ago the width of this channel was over 200 feet. There were many trees and
mangroves along the bank of the Thona. This prevented excess water entering the
villages.
In the past
Thona was used for various purposes.
1.Fishing(Inland)
2.Prawn
Cultivation
3.Salt
extraction (Salt was taken as gift to the Kandyan Kings )
4.Weavingcadjan
from coconut leaves.
5.Swiming
and water sports
6.Learning
to drive boats. Etc.
Since a
decade before Tsunami, Thona is misused by the public as well as neglected by
the authorities. Due to the dumping of the solid waste and encroachments Thona
has become very narrow and very ugly. It has become a health hazard to the
village.
Restoration
and development of Thona was mooted by a team of JiCA in 2005/6 and estimated
the cost to be USD7.0M.
JiCA study
report on Kalmunai Township Re-development Project (KTRP) was prepared after
several discussions with the District Committee from 17.07.2005 to 22.10.2005.
District Committee was chaired by addl.GA Mr.U.L.A.Azeez and consisted of
several heads of dept. and NGO and community leaders. Dr.S.M.M.Ismail (Present
VC/SEUSL) was the Coordinator.

was taken up by me during a conference with Hon. Minister of Public
Administration and Home Affairs at AmparaKachcheri on 18.10.2007.
Ministry of
P.A.H.A. responded by requesting for particulars from GA/DS through letter No:
HA/Dis/2/GP/AMP/2 of 02.01.2008.
However, no
further action was taken.
If this
Thona is developed, it will be great boost to this area Economically,
Environmentally and Entertainmentally.
